Jeff Borgardt writes, "Illinois officials used $2 million of the state's $33 million homeland
security annual allocation to buy the generators after getting
complaints that too few generators have been available when storms have
knocked out power, mainly in downstate areas. Host communities are
allowed to use them for their own needs, as well."
